The Central Alabama Soccer Officials Association (CASOA) is based in Montgomery, Alabama, and serves the entire metropolitan area of Montgomery including communities such as Prattville, Millbrook, Wetumpka, Pike Road, and Highland Home.

CASOA provides certification and recertification clinics for the United States Soccer Federation (USSF) and the National Federation of State High School Associations (NFHS). We are always looking for new soccer referees! No experience is necessary.

CASOA is the primary source of professional and certified soccer referees for youth (recreational and competitive), high school, college, and adult soccer matches.

Club Pass System ~ Rule 3:02:13

Without writing it all here is a synopsis.  Players are allowed using the Club Pass System to play on other teams WITHIN their club.  The player's name can be hand-written or typed on the roster.  They MUST have the player card which must be signed, have a picture of the player, and be laminated.  One additional stipulation is that the player MUST BE from the same club.   They must be age appropriate.  In the case of the U19 team player playing on the U18 it was permissable because the player was playing 18 and playing UP on a U19 team but his age was age appropriate for a U18 team.  This meant that  the referee had to check the birth date of the player, which is on the card.

Another example.  A player is a true U14 but plays on a DI U15 team.  SO he/she could Club Pass on any team in his/her own Club from DIII, DII, and DI from age U14 to U19.  He/She could not play on a U13 team because he/she would not be age appropriate for the U13 team.

All,

Over the past weeks we have had  Referees, who have allowed teams to play that had no player passes.  Referees, who  have allowed teams to play that had no player passes but only photocopies.  Referees, who have allowed teams to play that had no coaches passes.  Referees, who have allowed teams to play that had no registered or rostered coach present.  Referees, who have allowed teams to play and did not apply the 15 minute forfeit rule for either arriving late or not being able to provide appropriate passes  and assignors who have given permission for games to start when passes are not present.  ALL OF THESE ARE AGAINST AYSA RULES and makes the referee crew negligent and therefore possibly 100% liable for anything that happens during the game. 

As a referee or AR you are to enforce the AYSA Rules and Regulation too.  Not just the FIFA Laws of the Game.  If you haven’t read them, the State rules can be found at www.alabamayouthsoccer.org under the rules tab.  

I have attached the AYSA Rules and Regulation as well as a change in Rule 03:03:08 Referee’s Game
 Responsibilities.  Please distribute to your referees.  I have copied the change to 3:03:08.

Article III. Rules of Play
3:03:01 Laws of the Game 
The Rules of Play will be the Laws of the Game as published by FIFA with those modifications stated herein. All contests sanctioned by AYSA will abide by the Laws of the Game and the modifications as adopted by AYSA. These may be amended per competition rules.
 
3:03:02 General
 
In order for a game to start and continue a team must have a properly registered (with card) adult club representative (club’s Director of Coaching, a carded adult properly rostered on the team or another club coach holding a club coach pass) in the Coaching Technical Area.  If a team does not have a properly registered adult club representative at all times the game will be declared a forfeit.  A maximum of 4 carded staff are authorized in the technical area. If one is not present at game time the game will not begin and a forfeit will be declared after the 15- minute grace period.
 
Players wearing orthopedic casts, air-splints, or metal splints will not be eligible to participate in any game without parental permission and prior inspection and approval of the officiating referee or senior referee at an event.
 


3:03:08 Referee's Game Responsibilities 
1. Division I and II 
 
(a) Center Referee shall verify and record all send-offs on the Game Day Roster and the USSF Referee Report. All referees must complete a USSF Referee Report on the red cards issued. The USSF Referee Reports must be submitted to AYSA office within 48 hours of the completion of the game. 
 
(b) For every game played referees must sign the bottom of the Game Day Roster;
 
(c) The referee will verify the identity of the player/coach/staff with his/her player/coach/staff pass and Team Roster. The referee will collect the passes of all participants for this game.  The referee must not allow participation for this game by any player/coach/staff for which he/she has no pass or whose name does not appear on the Team Roster. Passes must have a photo of the player/coach/staff affixed, include the proper signature and be laminated.  – NO PASS! NO PLAY!! NO EXCEPTIONS!!!;
 
(d) The AYSA Game Day Roster & Game Report will be completed and signed by each referee at each game. It will include all pertinent game information including send-offs with the respective player's name, jersey number, and Red Card Report; 
 
(e) Referees will cooperate with the State Administrator on any questions or concerns that the State Administrator may have including but not limited to the reporting of Game Reports.

Alabama Child Labor Law

The Alabama Child Labor Law has Changed

On May 19, 2009, Governor Bob Riley signed into law House Bill 144. The new act reforms Alabama child labor enforcement standards, transferring the permitting process from the public school system to the Department of Labor. In addition, new record keeping requirements and administrative penalties have been added.

Under the new system, work permits are no longer required for each minor employed. In its place, employers are required to obtain a Child Labor Certificate in order to employ minors. A Class I Certificate is required if employing 14 or 15 year olds and a Class II Certificate is required if employing 16 or 17 year olds. Each location of a business employing minors must obtain the proper certificate(s) in order to employ minors. The cost of the Child Labor Certificates are $15 each and shall be renewed annually.

To ALL Refs

This is part of an email I received from the State:

2.  The AYSA Board met on Saturday and has decided that ALL SEND OFFS require ALL 3 referees to do a USSF Referee Report or Supplemental report within 48 hours of the end of the game that had the send offs on.   We had a game played on 15 Aug, that had 3 send offs some of them for VC and no game report was submitted for a week.  These players will not be sanctioned due to referees inability to a submit report in a timely manner. 

Please comply.  A referee was recently indefinitely suspended for failing to file a timely game report.

This weekend, a referee accepted a State game assignment in Arbiter and then did not keep the assignment and did not contact the assignor but instead went to the Auburn Tournament.  The USSF Referee Administrative Handbook lists the priority in referee appointments.  It starts with FIFA assignments and ends with State Cup Competitions!  ALL State Games are State Cup Competition games and take priority over ALL other games.  Failure to honor State Game assignments or declining State Game assignments in order to attend tournaments or other unsanctioned games, including adult indoor, will NOT be tollerated and will result in disciplinary action.  This also includes events like the D-III Play day this weekend.  ALL D-I and D-II State Games must be filled prior to filling D-III games . . .  including playdays!   Referees may be removed from prior assignments of a lower priority or unsanctioned game if needed to fill State game assignments.

Please honor your assignments and help me get the State games filled first.

NFHS Lightning Guidelines

The purpose of these guidelines is to provide a default policy to those responsible for making decisions concerning the suspension and restarting of contests based on the presence of lightning. The preferred sources from which to request such a policy for your facility would include your state high school association and the nearest office of the National Weather Service.

Proactive Planning

  1. Assign staff to monitor local weather conditions before and during events.
  2. Develop an evacuation plan, including identification of appropriate nearby shelters.
  3. Develop criteria for suspension and resumption of play:
    • When thunder is heard, or a cloud-to-ground lightning bolt is seen, the thunderstorm is close enough to strike your location with lightning. Suspend play and take shelter immediately.
    • Thirty-minute rule. Once play has been suspended, wait at least 30 minutes after the last thunder is heard or flash of lightning is witnessed prior to resuming play.
    • Any subsequent thunder or lightning after the beginning of the 30 minute count, reset the clock and another 30 minute count should begin.
  4. Hold periodic reviews for appropriate personnel.

Registration Procedure for USSF Referees

Registration Procedure for USSF Referees.
Go to www.ussoccer.info

If you are a new referee, (You have never been a USSF referee before)

1) Click on "New User? SIGN UP"
2) Enter the information requested.
3) Select a clinic, and save the info.
4) Contact the association offering the clinic so that they know you have registered

Note: At this time, you cannot prepay for the clinic online at registration time. This might be fixed in the future.

If you are a returning referee.

1) Go to www.ussoccer.info
2) Enter your username as R followed by your 12 digit USSF ID
    Example R2008123400001234
3) Your password is your last name (Unless you have changed it)
4) Select register for <upcoming year> (i.e. 2010). Make sure your biographic info is correct.
5) Make sure to select the recertification clinic
6) Accept the terms of the agreement 
7) Pay the fee by entering a credit card  info at the bottom.

     Hit the Submit button only ONCE

If you are 18 years old or older you must also register for kid safe

1) Go to www.alabamayouthsoccer.org
2) Select the Referee tab
3) From the left side select "Referee Background Checks"
4) Select the Registration tab
5) Select the "Kidsafe Registration dialog box and click on continue
6) Select "Create New Account"
7) Enter all required info\

Kidsafe registration is free.

Alabama Referee Assessment Program
